Executes the role of Deputy Program Manger in ACC/A3AR, Langley AFB, VA by providing dedicated assistance to the Safe-Range (S-R) Program Manager. Typical duties include: conducting program management reviews and supporting day-to-day program execution; assessing engineering and process options to conducting safe range procedures; recommending course of actions to enhance aircraft platform and aircrew weapons delivery capabilities; performing safety engineering functions to include weapons delivery envelops.
Provides on-site support to HQ ESC/551 Electronic Systems Wing, Hanscom AFB, MA as a senior level acquisition manager and process manager to the Mission Planning Program.
Served as a consultant and subject-matter expert (SME) to HQ ESC/350 Electronic Systems Wing (Air & Space Operations (AOC) System Program Office) to establish the AOC as a weapon system for the past four years.

Proven processes and services have evolved through dozens of years of outstanding support to the Office of Naval Research, Naval Air Systems Command, Naval Mission Planning System (NavMPS) program office, the H-1 Helicopter Program (PMA-276), Electronic Systems Center (ESC), NAWCWD, Special Operations Command communities, other Government agencies and all major Prime Contractors.
Translate the multitude of DoD Acquisition reporting and management requirements into automated software designs the engineers can use for implementing capability in SMART (System Metric and Reporting Tool) for over 8000 Air Force Program Managers.
Converted program manager ideas into requirements and usable functionality in SMART (System Metric and Reporting Tool) for over 8000 Air Force Program Managers.
Prototyped the requirements in XML and Java to test the requirements specification and User Interfaces before sending the design to the software engineers, reducing the cycle time and rework.
Gather, track, and forecast the DoD, Air Force customer and Program Manager Requirements for the SMART program. Deconflict competing requirements and identify redundant requirements and design the redundancy out of the software.
Identified integrated logistics support requirements for numerous FAA programs. Worked with AML in defining requirements and costs of initial and replenishment spares (site and depot), and common and peculiar support equipment. Worked with AFZ-100 in defining site level (Airway Facilities) system and facility maintenance requirements and costs. Also worked with AFZ-200 and the FAA Training Academy in defining training requirements and costs for both AF site technicians and Air Traffic Controllers for Academy and field initial and recurring course requirements.
Determined support strategies for new systems being integrated into Joint STARS and proposed for MC2A to include performing Reliability and Maintainability (R&M) demonstrations. Developed multi-user database in the JSTARS and MC2A program offices for tracking technical support personnel by Integrated Product Team (IPT), specialty task areas and funding sources to rapidly identify, track and quantify user requirements real-time in support of program management function.
Worked with SPO representatives preparing technical and financial impact statements of interruption of services or delivery of products to the end-user. Prepared point papers identifying the technical, schedule and cost impacts of various implementation and execution strategies. Assisted in preparation of ASPs and support development of Acquisition Program Baselines (APB), Program Master Schedules, Single Acquisition Management Plans (SAMPs), Spiral Development Acquisition Plans (SDIPs), and T&E Master Plans for various ESC program offices including JSTARS, MC2A, BMC3 and AWACS.
Identified system requirements and quantified costs for over 35 FAA programs in support of budget formulation activities. To accomplish this, we worked with FAA organizations such as AOS, AMA, AML and FAA Regional Points of Contacts, as well as AND and AUA engineers and Business Managers to identify requirements and risk by WBS. For each estimate, we baselined system requirements by defining the system architecture, quantities, interdependencies, master schedule, and potential risks.
Instrumental in using Commercial Off-The-Shelf (COTS) tools and databases to enhance financial analysis, establish internal controls to improve the accuracy of recorded transactions and facilitate infrastructure planning and prioritization.
For the FAA AND-400 Airport Surface Detection Equipment (ASDE-X) program, our DOT Team Leader worked with ASD-400 and the Program Office to identify and quantify cost and schedule risks. The results were successfully presented to the Joint Resource Council (JRC) in support of a program milestone review.
In the MP-RTIP program our team performed a detailed risk analysis on a $1.5B Air Force program. The team implemented processes and tools to evaluate low, most likely and high risk positions by varying cost, technical and schedule parameters at level four of the WBS. A triangular distribution was implemented and the team analyzed the correlation of the risk impacts. The team then performed Monte Carlo simulation around these elements to derive the 10th, 50th, and 90th confidence level for the Air Force corporate structure to make an informed decision. Developed documentation for maintenance concept determination and to support Source of Repair Assignment Process (SORAP) decisions for new equipment and systems. Engineered and conducted a life cycle cost trade-off analysis resulting in a savings of $10 million in support
costs.
Cost/Financial Services
System engineering process improvement and cost estimating, analysis and research for DoD, IMP/IMS development, design-to-unit-production-cost, life-cycle cost analysis, Earned value management.
Financial management services and schedule management of the Naval Mission Planning System (NavMPS) and Joint Mission Planning System. Activities include fiscal year planning, Integrated Master Schedule (IMS) development and maintenance, out-year financial planning, financial tracking and detailed analysis such as Earned Value Management (EVM).
Developed and maintained a mission planning roadmap displaying correlation between 30+ aircraft and their relative capabilities, based on a software development timeline. Cited by the Air Force Material Command Inspector General as a program management "Best Practice", the only one identified at the Electronic Systems Center during a center wide inspection. Supporting the OASIS JRC effort by developing a LCCE of the legacy system being decommissioned and phased out of NAS service.
Outstanding expertise in developing decision management support packages, specifically in defining and presenting alternatives or strategies involving differing technology solutions in the hopes of securing Congressional funding.
Delivered over 35 Operations and Maintenance (O&M) cost estimates in support of the Budget Integration Team (BIT).
Supported the development of LCCEs of Automatic Dependent Surveillance-Broadcast (ADS-B) ground-infrastructure and avionics implementation for presentation to the Safe Flight 21 (SF21) Steering Committee and the JRC, working with AND-500 and industry officials to identify avionics cost impacts of single verses multiple communication link scenarios.
FAA Headquarters support includes a team of analysts working with multiple organizations (ARS, AOS, AFZ, AML AMA, AND, AUA, ATB, and ASD) conducting research and
performing risk analyses on Work Breakdown Structure (WBS) elements (down to the fourth level where applicable) and developing parametric models to be used for budgeting and planning purposes.
Implemented new business processes and products for the VNTSC Airport Surveillance Division. Emphasis was placed on integrating engineering and financial processes to ensure the cost effective and timely delivery of DTS-54 products. Our staff then trained DTS-54 personnel on the new processes and tools.
Experience conducting multi-purpose Analysis of Alternatives (AoA)/Integrated Baseline Reviews (IBR) using various tools and methodologies for a Transportation Command Program. Reviewed and validated financial documents as directed by the Government on the Open Document List (ODL) through DSTAR.

metrics on FAA sponsored projects. Performance deviations are identified and analyzed as well as tracked and monitored for program risks.
Supported the AWACS Program by maintaining the financial tracking system (using ACCESS database) to provide management with an accurate, current status of all funds; researched and responded to a variety of financial suspense’s – Financial Management Reviews (FMRs), Tri-Annual Reviews, 90-day old commitments, NULOs and Monthly Reconciliation of 616s.
Systems Engineering
System Engineering COMINT, SIGINT solutions for the Army, Navy, and Air Force War Fighter. Requirements addressed include Signals Acquisition, Analysis, Direction Finding (DF), and Electronic Attack (EA). Future Combat System integration with the Distributed Common Ground System-Army.
Provided technical leadership and evaluation support for the Joint STARS and MC2A Training Systems, GATM, Air Force Mission Support System (AFMSS) and Theater Battle Management Core Systems (TBMCS) software development efforts.
Provided definition of requirements by reviewing and commenting on Operational Requirements Documents (ORDs) for Joint STARS and MC2A programs and prepares acquisition program documentation such as Statement of Objectives (SOO) and Technical Requirements Documents (TRD).
Provided technical leadership in the Joint STARS GATM, Avionics and Weather Radar Upgrade program. Technical expertise is also available in the areas of surveillance radar, Satellite Communications (SATCOM) and air to ground intelligence imagery interfaces. Provided the engineering expertise to identify, modify and upgrade Joint STARS and MC2A aircraft avionics.
Provided liaison support to the Depot for engine overhaul processes and management and also supported the E-8C re-engining program. Identified and oversaw all re-engining flight test aeronautical data collection activities associated with Level D Flight Crew Trainer certification. Provides support to the Air Force Transformation Center (AFTC), Langley AFB, VA includes system administration, communications, and system engineering services for all systems within the AFTC operational and acquisition portfolios. Tasked with supporting the development, engineering, fielding, and operational administering of new Command Control and Intelligence, Surveillance and Reconnaissance (C2ISR) capabilities to the Air Force.
Assisted in the development of an airborne platform BMC3 roadmap, provided development planning and acquisition engineering for future upgrades and provided specialty engineering and integrated logistics support to ensure the successful acquisition and fielding of sustainable BMC3 enhancements.
Provided support for the customers and Prime contractor on the TBMCS Program Office, making recommendations for system lockdown scripts and policies to secure domain servers and client systems based on National Security Agency (NSA), National Institute of Standards and Technology (NIST) and Defense Information Systems Agency (DISA) regulations, policies and recommendations.
Ensured manufacturing and QA standards are consistently implemented by the prime contractors. Developed the Joint STARS Navigator Training System, the Weapon System Trainer Reduced Vertical Separation Minimums (RVSM) implementation and the Traffic Alert and Collision Avoidance System (TCAS)/Mode-S aircraft integrated architecture.
Responsible for the creation, process definition, implementation and utilization plan for the C2ISR Wing Level historical document data file, managed on a daily basis.
Provided analysis and integration support ensuring the Weapon Systems Master Plan and capability roadmaps were integrated. Provided technical and acquisition support to ensure successful integration of capabilities such as Global Air Traffic Management (GATM), as well as support demonstration efforts on test aircraft by identifying test process requirements, validation and verification of results.
