Steve Dempsey LtCol. (ret), USAF

Steve is a 24 year U.S Air Force Veteran who founded IPT Associates in 1992 with the mission of providing more sophisticated program management expertise to government agencies. Throughout his 40+ year career Steve introduced the “art of possible” using information technology, and invented the System Metric and Reporting Tool.  Now a core Air Force system, SMART provides program management transparency and is a conduit for making information available from program offices to senior level managers. Previously Steve served as Chief of Staff at the program level for a complex, high value portfolio of USAF programs.  

Steve graduated from Boston College with a degree in Production Management and received his MBA from Golden Gate University.

Jim Doody, Col. (ret), USAF
Senior Acquisition Consultant

Jim joined IPT in 2003 and currently serves as a Senior Acquisition Consultant supporting SAF/AQ IT initiatives.  He has 25 years experience, including 5 years in acquiring Battle Management C2 Systems, and is a former GCSS Program Director, ESC Comptroller, F/A-22 PEO action officer, and Senior Advisor to the Joint Mission Planning System Material Group Commander.

 
Jim is a graduate of Saint Michael's College with a BA in Economics.  He completed his MBA from the University of South Dakota, and MS in National Resource Strategy from the Industrial College of the Armed Forces.

Kendra S. Warren

Kendra joined IPT in 2005 and has over 25 years experience in DOD Information Systems and Acquisition. Previously, Kendra was CIO for the Defense Commissary Agency (DeCA), held Director and Deputy Director positions for USAF program offices acquiring and fielding Financial, Logistics, and Command & Control information systems.  Kendra specializes in data strategies, information assurance, and integrating leading-edge technologies. She also consults on Lean Six Sigma methodology to analyze and improve business processes.   

Kendra holds a Master of Public Administration degree from Harvard University. She also completed executive programs at the Federal Executive Institute, Carnegie Mellon University, and Defense Acquisition University.

Dave Zukowski

Dave joined IPT in 2007 and has over twelve years of experience in providing software engineering expertise to the Air Force in numerous capacities, most recently as the Engineering Lead on the SMART program. Dave has worked in a variety of industries and commands within the Air Force, and brings a tremendous breadth of knowledge and engineering practices to the company.  

Dave is a Magna Cum Laude graduate from the University of Massachusetts where he earned his Bachelor of Science in Information Technology with a minor in Business Administration. He is currently seeking a Technical Oriented MBA from the same university. Dave also holds an Associates of Applied Science in Computer Science from the Community College of the Air Force.

Bill Williams

Bill has been with IPT Associates since 2005 where he now serves as the Director of Business Development. He has provided Program Management support to the Air Force since 1993, most notability to the AWACS program, the Integrated Broadcast System and the Joint Mission Planning System program. Previously Bill directed a technical recruiting company serving New England as well as owned and operated a Medical Staffing company providing temporary and permanent medical personnel nationwide.  Bill has served as the director of liaison officers in Massachusetts for the United States Air Force Academy since 2004. 
 
Bill is a 1993 Graduate of the Air Force Academy in Colorado Spring, CO, and a 1996 Graduate of Northeastern University where he earned his MBA with a concentration in Entrepreneurial and International Studies.

Steve Hannigan

Steve has over 20 years of information technology program and project management experience.  He has significant experience leading complex, challenging IT and business initiatives within start-up, turnaround and steady growth environments in both commercial and government sectors.  He has been involved in the initiation of new projects as well as assuming management responsibility of troubled projects. 

He has participated in and overseen all phases of the Software Development Life Cycle (SDLC) including business and requirements analysis, system design, development, and deployment and has experience with project management tools including Microsoft Project.

He has managed projects for the US Department of Transportation, the Food and Drug Administration, and the United States Air Force.

Steve has a Bachelors degree from Boston College and holds a Masters degree in Public Administration from Harvard University and a Masters in Business Administration from Boston University.
He is a certified Project Management Professional (PMP) and has extensive experience with the Software Engineering Institute’s Capability Maturity Model (CMM) and Capability Maturity Model Integrated (CMMI).  He has led an organization to being assessed as “CMM Level 2 with significant Level 3 strengths” from a certified assessor.
